From a post today on another site re Blue Marsh:

Army Corp of engineers is in the process of drawing the lake down for repairs to the beach area. It should be down about 8 feet by next weekend

I would suggest calling because I don't see any notice on the COE website.  Last was this notice on 3/7/08 which says the opposite:

Rain causes elevated pool levels at dams: Walter, Blue Marsh
PHILADELPHIA (March 7, 2008): The U.S. Army Corps of Engineers today announced that as a result of recent rains and the subsequent melting of snowpack, the Corps will retain this water and reach our planned summer pools earlier. We will maintain pool levels of 290 ft. at Blue Marsh and 1,370 ft. at F.E. Walter.

This change is being made in the allocation of water because of recent rains and is in accordance with the adopted plan. This modification will be implemented immediately.
This change has been made in coordination with the Pennsylvania Department of Natural Resources and the Pennsylvania Fish and Boat Commission.
